Will Bolivian Rams and Tiger Barbs get along?
I have a 29 gallon tank. 5 tiger barbs (2 of them are albino) which I hope would be enough to keep them busy. The Rams are generally peaceable fish I believe.
If Rams don't work, what about other cichlids? I've seen some articles discussing tiger barbs as dither fish for more aggressive cichlids. Is this possible? Thanks in advance!
They will work. The tigers might harras the chiclids, but you should be fine. I think that any chiclid that can't swallow them is fine, since they can swim and escape. Now, make some hiding places; the rams might need to rst without getting their fins nipped.

You can put any small cichlid with them if you get a little bigger group. 7-10 barbs is a good number that will stop them from harassing other fish

Will be fine. I have this combination (Though in a bigger tank with other fish). Just keep the tiger barbs in a big group (min 6), that way they'll be more interested in nipping each other.
