use a gravel vacuum to clean out the gravel and at the same time it will be taking out water. do this untill 25% of the water is gone, then replace that water with water with no chlorine.

fresh or saltwater?

For a typical cleaning get a syphon tube and an algae pad. Use the algae pad to clean the glass and any fixtures. Using the syphon tube drain out about a quater of the water. As you drain the water stick the big end of the syphon tube in the gravel making sure to get all that extra food and poop out. That stuff turns into nitrate and ammonia which is not good so make sure you clean all the gravel. Make sure the other end is in a bucket or sink for the dirty water to drain into. Once done fill the tank back up with room temperature tap water and add some chemicals in. For fresh water you just need a dechlorinator. ex: freshstart, easy balance, stress coat. For salt water you need the right salt and put in the correct amount according to the bag/box.

I second the gravel vacuum idea, it helps a lot in cleaning out all that gunk out of the bottom and lowering ammonia levels, plus it makes for handy plant water.
If you're talking about algae growing on the sides, then there's scrubbers for that, or for really stubborn stuff on glass tanks, you can use a rasorblade, but be sure its a glass tank first!
Aquarium salt is good for certain fish, guppies for one like it a lot. There's directions on the box that say how much you put in, I think 1 tsp per so many gallons, it helps keep your fish healthy.

This is for freshwater…
1 – siphon out 25% fo the water (if you don't have a siphon, they are really cheap! buy one at the local pet store.)
2 – dump the dirty water out as the bucket gets full.
3 – if there is algae on the walls of the tank, wipe it off with a paper towel. But leave the algae on the back wall. the fish will feed off of it.
4 – fill the tank back up with water that is the same temp as the water that is already in the tank. Don't forget to add your water conditioners and salt and such – such as conditioners that with take out the chlorine in the water, e.g. I use "Stability" and "Stress Coat." The Stability conditions the water, and the Stress Coat protects the fish's skin.
5 – check the heat of the tank with the tank thermometer. If it is good, then you are done!
