Sort of………..freshwater means that there is no marine salt in the water. Tropical means the fish prefer temperatures usually between 75 and 80 degrees fahrenheit (this could be freshwater or saltwater). There are freshwater fish that aren't tropical, the classic example of this is a goldfish which prefers temperatures around 60-65 degrees.

Generally yes, but I believe in some cases some salt water fish can be considered tropical.
The best fish for you depends mainly on tank size, but also on your budget, and what kind of tank you'd like to set up. tropical fish refer to fish that live in warmer water. Fish like goldfish actually need colder water. So mixing the two is not ideal. But it does get a bit more complicated then that. Some fish like harder water, while others like softer. Some need cleaner tanks, while others can live in slightly dirtier conditions.
Generally speaking, the rule of thumb is one inch of full grown fish per gallon of water. So you'll need to look into the type of fish you want, and what they will be when they are full grown. Many fish are very small when you first get them, but actually get quite large. Also, that rule is not exactly accurate. Because you wouldn't put a 10 inch fish into a 10 gallon tank. It wouldn't have much room to move. But you could easily but 10 1 inch fish, and they would live happily and healthly.
You will also want to look into how to properly cycle your tank. This basicaly means getting the good bacteria up, to eat the bad bacteria. This can be done with or without fish. The choice is up to you. But not cycling your tank properly is often the cause of dreaded "new tank syndrome" (when you set up a new tank, and the fish all start dying right away.) The fishless cycling is obviously easiest on the fish, but can take a long time. If you don't want to wait, you need to do your reasearch and find out fish that are hardy enough to go through this.
Sorry for the extended answer, I am just very much into raising fish, and keeping tanks. I wish you good luck. I know it can seem a bit overwhelming in the begining, but if you really do your reasearch, you will set up a happy heatlhy tank.
